Philippines and Vietnam Sign Landmark Agreements to Boost Cooperation in Rice Trade, Maritime Security, and More
During President Ferdinand R. Marcos Jr.'s recent state visit to Vietnam, the Philippines and Vietnam solidified their partnership with a series of significant agreements covering a wide range of sectors. These agreements aim to bolster cooperation between the two nations and ensure mutual growth and stability.
One of the key pacts signed during this visit is the Memorandum of Understanding (MOU) on Rice Trade Cooperation. This MOU establishes a framework for rice cooperation between the two countries, promoting a sustainable food supply amidst external challenges like climate change and pandemics. Under this agreement, Vietnam commits to supplying the Philippines with 1.5 to 2 million metric tons of white rice annually for five years, at competitive and affordable prices. This collaboration goes beyond trade, extending to information exchange on policies, plans, and regulations related to rice trade.
In another crucial development, both nations inked an Understanding on Incident Prevention and Management in the South China Sea. This agreement underscores their commitment to enhancing coordination on maritime issues bilaterally and within the ASEAN framework. The goal is to foster trust, confidence, and understanding through dialogue and cooperative actions. In an era marked by heightened geopolitical tensions in the South China Sea, this accord signifies a step towards regional stability.
Moreover, the MOU on Agriculture Cooperation sets the stage for deeper collaboration in agriculture, rural development, and related fields. Nineteen areas of cooperation, including high-value crops, livestock, aquaculture, and smart agricultural technologies, will be explored. These initiatives aim to boost food security and agricultural sustainability in both nations.
On the maritime front, the Memorandum of Understanding between the Philippine Coast Guard (PCG) and the Vietnam Coast Guard (VCG) establishes a framework for maritime cooperation. It involves the creation of a Joint Coast Guard Committee to address common interests and challenges, promoting mutual trust and understanding. A hotline communication system will also be implemented to enhance coordination and crisis response.
Lastly, the Cultural Cooperation Program between the National Commission for Culture and the Arts of the Philippines and Vietnam's Ministry of Culture, Sports, and Tourism for 2024-2029 aims to expand cultural exchanges and strengthen friendly relations. This program builds upon the Cultural Agreement signed by both nations in 1998.
